The exact increase in freezing time is currently unknown, but adding one card to the stack seems to increase it by x2.
The cheapness of this card means that it's easy to stack and so it's very reliable when it comes to freezing opponents. Its damage output isn't impressive, however. It also can only freeze up to three units per turn.
